The 2021/22 fiscal year is the last year for the CARIP program.
Electricity Emissions Factor Methodology Update for Local Government Carbon Neutral Government Reporting
Aligning the methodologies to calculating EEF values for reporting obligations under both the Carbon Neutral Government Regulation and GGIRCA will provide a single, consistent approach to reporting electricity emissions across the province. This will allow for comparability in emissions data for different sectors and ensure that government is held to the same standard of reporting for its corporate emissions as industry.
The following Climate Action Lists were developed from the Climate Action Revenue Incentive Program (CARIP) [2] reports.
The reports provide valuable insight into the wide range of climate actions being implemented by BC local governments to move forward on their Climate Action Charter [3] goals.
Since 2015, CARIP reporting process uses a single online survey – the CARIP Climate Action/Carbon Neutral Progress Survey. The online survey has been simplified to make reporting easier. More detail on the CARIP reporting format is available here [2].
The Climate Action Lists are in searchable Excel format which are divided by size of community, community and corporate actions and a variety of action categories.

This report illustrates the continued progress by local governments to reduce carbon emissions through highlighting examples of the achievements and experiences of small, medium, and large communities. The 2018 CARIP Summary Report includes:
- Update on local government progress towards carbon neutrality
- Highlights of climate mitigation and adaptation actions taken by small, medium, and large communities across B.C.
- Hyperlinked list of funding sources and programs used by local governments in support of climate action
