This survey aims to gather inputs from local governments worldwide to inform national government policy recommendations on community energy (1) to be included in a white paper for the next IRENA's Assembly, which is being developed by IRENA’s Coalition for Action (2). Preliminary findings will be shared at COP23 (November 2017). The findings may also be included in the REN21 Renewables Global Status Report 2018.
 
Countries such as Denmark and Germany have showed that decentralized energy generation plays an important role in increasing the share of renewable energy in the energy mix, including for electricity, heating and cooling. Investing in local renewable resources through the local government and mobilization of the local community is also a way to retain the economic benefits of renewables locally and to contribute to the social acceptance of renewable energy technology.
